Edward Waring, MD was appointed to the Lucasian chair at age 23 in 1760 and became fellow of the Royal Society in 1762. His appointment to the chair was not without controversy. The following three pamplets concern this appointment-an objection by Powell and Waring's response.
The works of interest here are "On the principles of translating algebraic quanities into probable relations amd annuities &c." and his Essay on the Principles of Human Knowledge. The latter treats probability on pages 35-47. He further discusses derangements in the Addenda.
